On implementation of the investment project "Expansion of the production capacity of Shurtan gas chemical complex"
The investment project “Expansion of the production capacity of Shurtan gas chemical complex” is carried out in accordance with the decree of the President of the Republic of Uzbekistan dated May 11, 2017 No. PP-2965 “On additional measures for implementation of the investment project “Expansion of the production capacity of Shurtan gas chemical complex”.
The intention of the project is to ensure further diversification of polymer production, improvement of technical and economic indexes of Shurtan gas chemical complex, increase export potential and reduce imports of raw materials and materials by increasing production output of high value-added products in demand in foreign and local markets.
Due to the output expansion of Shurtan gas chemical complex, another high-tech production will appear in Uzbekistan, which allows achieving a deeper level of hydrocarbon processing.The project of expandable facilities of Shurtan gas chemical complex is based on the use of high gas chemical technologies of leading companies like CB & I (USA) and Chevron Philips (USA).
To provide the production output to the design capacity and the production of high-quality products, the design of the plant is carried out in close cooperation and in accordance with specifications and requirements of the licensors’ technology. The project of the investment project is financed by funds of JSC Uzbekneftegaz, own funds of Shurtan gas chemical complex and attracted loans from leading international financial institutions and banks of China and the Russian Federation.
The project revitalized after a visit of the President of Uzbekistan Shavkat Mirziyayev to Kashkadarya region in February 2017. Considering the strategic importance of the plant for the future of the country, the head of state ordered the government to take the necessary measures to finance the project, develop a roadmap for equipment supplies and stage-by-stage construction of the facility, and also paid special attention to the quality of construction work and training future specialists for the plant's needs.At the same time, the President proposed to create on the basis of Shurtan gas chemical complex the first gas chemical cluster in the region.
GTL naphtha and liquefied natural gas produced at the plant will be supplied to Shurtan gas chemical complex for further deep processing and increase in the production of polymer products.Within the framework of the project, a turnkey contract (EPC contract) was signed with Enter Engineering Pte. Ltd.” for a total of $ 1.3 billion.The present day, the project has entered the active phase. Work has begun on detailed design, placing orders for materials and equipment.
The issues of transportation and delivery of construction materials, technological installations and devices to the construction site are being worked out. A certain amount of preparatory work has already been completed on the construction site.More than 250 highly qualified specialists of Uzbekneftegaz JSC, Uzbekistan GTL LLC, Huyndai Engineering & Construction, McDermott and Enter Engineering were involved in the detailed design and development of the project in Seoul, The Hague and Tashkent.
About 70 builders, engineers and specialists were mobilized at the construction site; up to 20 units of heavy, special construction equipment were involved.Within the framework of the project, practically all possible international logistics routes will be involved for the delivery of volumetric and technological equipment, installations and devices to Uzbekistan.At the peak of construction more than 5,000 skilled builders, engineers, various specialists and workers will be attracted. The project will create additional indirect jobs in the country.
The implementation of the project “Expansion of the production capacity of Shurtan gas chemical complex” is a unique chance for Uzbek youth to gain experience and knowledge of the international level. With the commissioning of the plant, more than 500 additional permanent jobs will be created.“Uzbekneftegaz” is currently developing a program for training personnel for the plant. In the near future, the best graduates of universities and colleges of the country will be selected for further work at the plant.
Thus, at the first stage, about 200 university graduates undergo industrial training at Shurtan gas chemical complex.The commissioning of the expansion facilities of Shurtan gas chemical complex will allow diversifying production based on deep processing of natural gas. Production will promote ensure stable economic growth in our country, as well as the formation of a new generation of professionals in the gas chemical industry.
